Todd Bissell is a Judicial Arbitrator for the Sacramento Superior Court, and a Judge Pro Temp in Sacramento Superior Court who presides over Mandatory Pre-Trial Settlement Conferences.  In the arbitrator position, the parties & attorneys agree that he may be appointed as arbitrator, or the court can appointment him.  In the Judge Pro Temp position, he is asked by the court to preside over cases assigned to me to try and help the parties settle their dispute before trial.
